sendmail start/stop

I was wondering if one of you may have run into this situation.  I'm 
setting up sendmail on a RHEL3 system.  I want to run the queues as 
persistent queues.  When I do this, /var/run/sm-client.pid is not 
populated with the pid for the clientqueue process.  So, when I stop 
sendmail (service sendmail stop) the clientqueue is not stopped.  Anyone 
seen this?  Any fix?
