Interesting question, it may depend upon your definition of 'projects'
The 12 step recovery programs (AA, Al-Anon, NA, etc.) rely heavily
upon an almost leaderless structure. While there are leaders, they have
very limited influence and are very limited in how long they remain
leaders (Maximum of 2 three year terms for any position is the longest
I'm aware of). And there was plenty of forking - AA spawned Al-Anon,
NA, SA, Adult Children of Alchoholics, etc.
