Sometimes these situations require choosing between two evils.  If you
can't get your older MacOS machines to talk to your Samba shares via
Netatalk, you might consider putting SMB software on the Mac.

http://www.thursby.com/products/dave.html is a well known and very
stable product which puts SMB shares in the Apple Chooser. 
Unfortunately, it only supports MacOS 8.6+, but perhaps an Apple Share
server running DAVE could reshare your SMB shares to the MacOS 7.x
machines.

This is more proprietary software, but it's worth reviewing.  In our
work consulting for large enterprises, we have to make compromises
between free software ideals and what it takes to get the job done.  If
there is no solution or it's not cost-effective to switch to open
source, we perform triage and move on.

The process of freeing knowledge will be going on for many more years,
and perhaps it's better to funnel our dollars into smaller software
shops than into Big Redmond Machines.  Just a thought for consideration.

The question comes up, is this a lower-cost solution?  You can find out
the rough numbers by comparing the costs of keeping MS servers v. cost
of licensing DAVE for your Macs not able to reach Netatalk shares.
